Explore the motive without assuming it
The Emperor gives a situation a shape sturdy enough to use. Roles, boundaries, plans, and clear expectations can make freedom possible. The test of authority here is whether it creates stability for others as well as control for the person in charge.
Look for intention expressed through choices
An intention is a possible direction of effort. It becomes easier to assess when a person states it and follows through.
- If you are reading for yourself, name what you want to bring about and why.
- If you are asking about someone else, separate what they have said from what you hope or fear they mean.
- Look for a repeated choice that supports the stated intention, and leave uncertainty visible where it remains.
